Jira Rules of Engagement
This is not necessarily Jira specific, but most of my experience is with Jira due to long time exposure.
- No tickets are unsigned
- Tickets are assigned to the person who needs to take action, see also “Avoid depeche tickets”, below

Tickets are either open or closed
- Avoid depeche tickets, unless
- You assign for assistance
- You assign for review
- You assign for clarification
- You assign for test
- A ticket should be deployable
